Another factor which deserves special emphasis concerns international trade regulations, an issue which is absolutely relevant to any foreign market operation conducted by ERP software companies - so long as the specified foreign market of interest supports the laissez-faire policies of the free market system, a factor entirely dependent upon the form of government of said country and a serious point which deserves further study.

Understandably, the population of most countries, depending on their geographical size, location and according to the geographical region, is divided by various cultural determinants and can never be entirely homogeneous, from a social-class perspective and also depending on cultural differences like diverse regional dialects or religious beliefs, among others. Consider the caste system in India, for example, or the socio-economic level of the different classes in a society, which is also determined by the adequate infrastructures needed to for a nation to industrialize consistently, locally, across all regional levels .

The system of government running the target country therefore is a further variable in the process of global market expansion. An anti-democratic form of government, even in a newly- industrialized country, is less likely of course to be a target for the global operations of Western ERP software companies, as it may adopt a different approach and be more restrictive in its national regulatory standards, thereby obstructing the efficiency of an ERP software company’s market ventures and impeding the progress of small business in general. Inevitably, such an environment can be expected to foster other major negative conditions which could affect the marketplace, like the potential corruption of local authority institutions in the bid to acquire business contracts in these nations.     

In retrospect, at this point some clarifications are needed to best understand the influence of the top ERP software companies on the level of global technological innovation, for the latter plays an indispensable role in the development of adequate, reliable and efficient international customization practices. While it is true that the most innovative technological products are developed for the most part by small businesses, giant ERP software companies also have the power to cater to the larger markets on the international scene thanks to the process of customization.

This does not mean, however, that they necessarily cater to those companies which develop and provide the most diverse and innovative technological products and services, especially if these inventions run counter to the interests of powerful lobbying institutions. Noticeably, to make a comparison it is in the nature of multinational corporations that they do not serve the interests of the general public.
