Research has shown that replacing ERP software applications on an individual basis with off-the-shelf programs does not proffer long term solutions.  This is why vendors of ERP software tend to recommend customers buy new all-encompassing enterprise resource planning systems rather than piecemeal solutions when attempting to modernize their existing legacy software. Deciding which approach to take ultimately comes down to finances. It is undoubtedly a cheaper initial investment for a business to replace failing applications one by one. Yet many believe that, in the end, this method will only add to the total cost of ERP software replacement since constant upgrades -as a well as a more intense IT maintenance and repair schedule to coordinate diverse ERP software- will be necessary.

When officials in Modesto, California realized that many of the city’s existing systems would virtually not be liable for much longer, they were faced with having to make this choice. This year finally saw the end of the undertaking to purchase ERP software first initiated seven years ago. At that time, Modesto leaders were faced with replacing each system on a piecemeal approach or trying to find an ERP system that would not only integrate all the city’s finances and resources, but help manage them in a way that would save money and eliminate waste.

Shortly after the decision was reached to search for an over-arching ERP software system, the bid passed the approval of the town leaders and a number of department heads assigned representatives to form a team of assessors with the express purpose of comparing and contrasting the many forms of ERP software available to them. Various vendor proposals were eventually evaluated under strict, pre-arranged criteria. Eventually, the top three vendors were asked to prepare demonstrations highlighting what their ERP software would actually do, and how it could be implemented into the still operating legacy systems.  Two of these vendors were then asked to continue forward into a negotiation process, allowing city officials to complete a side by side comparison until the top choice could be determined.

In due course, Oracle ERP System Solution and System Implementation was selected by Modesto because it was established that their applications and linked technology were capable of providing the city the most room to operate within the scope of solving Modesto’s business and functional difficulties. The strategy called for the complete set of applications, including but not limited to: budgets, purchasing, and human resources, to be integrated into one central database.  Thus, creating a city-wide system that will function in a more responsive and efficient manner.
